The University of Illinois Urbana-Champaign and Indiana University Title VI National Resource Center Consortium (IL/IN NRC Consortium) announces a summer dissertation workshop in the field of Korean Culture and Society and invites applications from doctoral students whose dissertations focus on some aspect of Korean society and culture.

This workshop is designed to enable students just beginning to write or those who are more advanced in their writing to engage in intensive discussions with faculty and each other. Possibilities for creating continuing networks among interested students and faculty will also be explored. Each student will be given time to present a chapter from his/her work in progress, and faculty members will then respond to the presentation.

The workshop will begin after breakfast on Thursday, July 30 and conclude at noon on Friday, July 31. Eight students will be selected for participation, and they will be mentored at the workshop by three faculty from the Consortium universities: Dr. Nancy Abelmann, Professor, Anthropology and EALC, University of Illinois; Dr. Shin-Kap Han, Associate Professor, Sociology, University of Illinois; and Dr. Michael Robinson, Professor, EALC, Indiana University.

All application materials must be received by Friday, May 29, 2009. The application consists of two items: 1) a current CV, and 2) an 8-10 page double-spaced dissertation proposal or an 8-10 page excerpt from the dissertation in progress. Participants will be selected on the basis of their submitted materials and the potential for useful exchanges among them. Successful candidates will be notified by June 12, and will submit the chapter or other excerpt to be examined at the Workshop no later than Monday, July 6. The Consortium will cover housing for two nights (July 29-30) and meals.

Financial support for MA students in Korean Studies at Leiden University

Financial support for MA students in Korean Studies at Leiden University

Thanks to a generous grant from the Academy of Korean Studies , which has recently selected Leiden University as a central institution for the study of Korea in Europe , financial support will be available in the academic year 2009-2010 to four students who intend to obtain a Leiden University MA degree in Korean Studies. Support will be available to students who possess basic training in Korean Studies (BA) and will vary, according to personal circumstances, between € 2,000 and € 4,000.

The Leiden MA degree in Korean Studies aims to provide fresh perspectives to the study of Korean history  and culture, breaking down distinctions between modern and pre-modern and between high culture and low culture, while at the same time developing the language skills needed for such study. In accordance with the research project “History as Social Process” the MA programme will be focused on the complex interactions between historiography and various forms of culture, including literature, film, tv drama and digital media. Leiden University has been designated as a “hub-library” by the Korean Film Council and consequently possesses ample resources for the use of film for such purposes. The research project also devotes attention to the role of religions in Korean history and society.

For students with sufficient language skills (equivalent to those of graduates of the highest level of the language courses of Korean universities) the MA programme lasts one year. Students who have not yet achieved this level are expected to study an additional year in Korea (in the second semester of the first year and the first semester of the second year) within the framework of exchange agreements concluded between Leiden University and a number of prominent Korean universities.

The deadline for applications for the MA programme by students from abroad is 1 April 2009.

Inquiries should be directed to the programme director, Professor Boudewijn Walraven: B.C.A.Walraven@hum.leidenuniv.nl

Russia’s ‘Power Politics’ and North Korea

By Leonid Petrov, International Issues & Slovak Foreign Policy Affairs Vol. XVII, No.2/2008

The sharp rise of oil and gas prices has enabled Moscow to utilise its mammoth energy reserves to achieve domestic and foreign policy goals. The new Russian ‘power politics’ have already been tested on the Baltic States, Belarus, Ukraine, and recently the Czech Republic. Russia’s Far Eastern frontier is now turning into the place where energy export becomes a political tool in shaping the country’s relations with regional neighbours. China, the two Koreas, and Japan are hungry for energy, natural resources and, at the same time, strive for economic and political cooperation. In such circumstances, the opportunities offered by trans-national railroads and pipelines appear to be more powerful than weapons. Given this new leverage and understanding, can Russia exert its soft and hard power upon North Korea in promoting the goals set in the Six-Party Talks?...

by Leonid Petrov, Seoulsky Vestnik (No. 120) July 2008.

Will Australia Help North Korea?

by Leonid Petrov

In March 2008, before leaving for a 17-day trip to the United States, Europe and China, Australian Prime Minister Kevin Rudd declared his foreign policy philosophy. “The truth is that Australia’s voice has been too quiet for too long across the various councils of the world,” he told the Australian National University’s East Asia Forum. “That is why during the course of the next three years, the world will see an increasingly activist Australian international policy in areas where we believe we may be able to make a positive difference.” Rudd assured the audience that the new Australian government is committed to the principle of “creative middle-power diplomacy” as the best means of enhancing Australia’s national interests.

The twelve years of Howard government rule (1995-2007) were characterized by one-sided conservative foreign policy. Australian Liberals readily accepted from American neoconservatives a doctrine of global military pre-emption and armed democratic enlargement. The Australian Labor Party, victorious at last year’s federal elections in November 2007, now proudly states that its foreign policy platform is based on the three pillars — alliance with the United States, active membership of the United Nations and comprehensive engagement with Asia — that manifest realism, liberal internationalism and regionalism. Given this new approach, will Australia consider a more active approach in helping troubled nations in the Asia-Pacific region?
